Summer Health Insurance Rebate

In February 2006, TUGSA won a grievance case against the administration: TAs and RAs who taught for Temple over the summer, beginning with the summer of 2003,  and paid for summer health insurance out of their own pockets are now entitled to a partial or full rebate. 

To receive your rebate, take a copy of your award letter and proof of insurance to the University Services Building, 4th floor.

Full text of the arbitrator’s award: 

“The grievance is sustained. Temple violated the Agreement by refusing to provide additional health insurance benefits for GAs [Graduate Assistants] covered by Keystone who worked in one or both summer sessions after performing a full workload for the preceding fall and spring terms.  

Where a GA covered by Keystone has worked a full annual workload in the academic year immediately preceding a summer session in which the GA also does bargaining unit, Temple shall provide the GA with ˝ of the premium not paid by Temple for a full annual workload, or 12.5%, for each such summer session worked. A GA who works one summer session after completing a full annual workload will be entitled to payment by Temple of 87.5% of the total annual single premium for Keystone; a GA who works both summer sessions after completing a full annual workload will be entitled to a payment by Temple of 100% of the Keystone single premium. Where a GA has already had payroll deductions taken to cover premiums Temple has not paid, a rebate equal to the additional contribution this opinion requires is appropriate. In no event shall Temple be required to make any premium payment for dependant coverage, as the language of the agreement clearly spares Temple from the cost impact of providing anything greater than single coverage.”
